ACGME Database Opens for Displaced OVMC Residents

On August 7, 2019, Ohio Valley Medical Center (OVMC) in Wheeling, West Virginia informed its employees that it would close in 60 to 90 days. OVMC is a participating site for ACGME-accredited emergency medicine and internal medicine residency programs under the institutional sponsorship of Mountain State Osteopathic Postdoctoral Training Institutions (MSOPTI). MSOPTI and OVMC are preparing for the imminent closure of both residency programs, which will displace approximately 32 residents.

The ACGME invoked its Extraordinary Circumstances Policy (ACGME Policies and Procedures, Section 21.00) on August 9, 2019. The ACGME facilitates accreditation considerations that make it possible for residents to transfer to other programs. The ACGME is not directly involved in resident placement or decisions related to funding. Residents at OVMC should contact the program director at OVMC and/or  the designated institutional official (DIO) of MSOPTI with any questions about the transfer process.

If your internal medicine or emergency medicine program is able to accommodate the transfer of displaced OVMC residents, please register your program’s available positions in the ACGME Accreditation Data System (ADS) database. 

  • For programs to notify OVMC residents of the availability of approved but unfilled resident positions, please use the ADS Overview tab to list available positions, specifying the number, type (permanent or temporary), and year, and providing descriptive comments.
  • Programs at full complement may request temporary or permanent complement increases by using the ADS Program tab. Review Committees will process requests related to the OVMC closure in an expedited manner. Increases will be approved as warranted for programs in good standing with available resources. In the rationale for the complement increase request, programs should include a specific reference to the “Ohio Valley Medical Center closure.” In order to notify OVMC residents of the availability of newly approved positions, programs that receive complement increases should then list the positions in the database using the ADS Overview tab.

While the database is active, the ACGME will provide MSOPTI and OVMC with daily reports of available positions. The MSOPTI DIO will work with the OVMC program directors to inform residents of transfer opportunities.

The ACGME is acutely aware of the uncertainty and stress that this situation has caused, and our thoughts are with the residents, faculty and staff members, patients and community at large during this difficult time.
